Check availabiliy of new pgadmin's version

Description

We need to have an xml file on pgadmin website with pgadmin's latest release. We could download it and check if it matches the release currently used, and display a message when it's not.

My main issue is that it would block the user while doing so, and I would like it to be non blocking. Need to investigate with threads on wxWidgets... sigh...
